1. General Provisions
1.1. These Regulations regulate the general legal and organizational principles of the functioning of the departments of Oles Honchar Dnipropetrovsk National University (hereinafter referred to as the University) and its governing bodies.
1.2. The departments of the University carry out their educational, scientific, international and other activities in accordance with the legislation of Ukraine within the rights provided for by the Constitution of Ukraine, the laws of Ukraine “On Education”, “On Higher Education”, “On Scientific and Scientific-Technical Activities”, regulatory acts of the Ministry of Education and Science, Youth and Sports of Ukraine, the Charter of the University, orders and orders of the rector of the University, other documents in the field of education and science and these Regulations.
1.3.Department – ​​a basic structural unit of the University (its faculties, institutes, centers), which carries out educational and methodological activities in one or more related areas of training (specialties, specializations) or academic disciplines and carries out scientific (research, scientific and technical) activities in a certain scientific direction.
1.4. A department is created provided that it includes at least five scientific and pedagogical employees for whom this department is the main place of work, and at least three of whom have a scientific degree or academic title. The decision to create, reorganize or liquidate a department is made by the Academic Council of the University upon submission of the Academic Council of the relevant faculty (institute).
1.5.The department is created by order of the rector of the University if there is a need for specialists with an appropriate level of training in the labor market, at the request of enterprises, organizations, institutions of the region, the state and if there is an appropriate material and technical base and staffing at the University.
1.6. The department may have branches at enterprises, in scientific and project organizations, involve employees of the department and enterprises (organizations) in their work on the terms of part-time work or hourly pay within the established staffing schedule of the department and the corresponding wage fund.
1.7. By type of activity, the departments are divided into departments of fundamental and professional training. Departments conduct scientific work within the working time of scientific and pedagogical employees in the established or interdepartmental (interfaculty) scientific laboratories. The departments (through postgraduate studies, doctoral studies) train highly qualified scientific and pedagogical personnel.
1.7. The Department of Fundamental Training (non-graduate department) provides the educational process for the implementation of educational programs in one or more disciplines of the cycles of humanitarian, socio-economic and/or scientific and natural (fundamental) training according to the curricula for the training of specialists and is responsible for the quality of teaching these disciplines.
1.8. The Department of Professional Training (graduate department) provides the educational process for the training of specialists of the educational and qualification level of bachelor (specialist and/or master) in one or more areas of training (specialties) and is responsible for the quality of training of specialists at the appropriate educational and qualification level. The Department of Professional Training provides educational activities for the implementation of educational programs of professional (special) disciplines of the curricula for the training of specialists of the appropriate level. The Department of Professional Training may also provide for the implementation of educational programs in individual disciplines from the cycles of humanitarian, socio-economic and/or scientific and natural (fundamental) training in its professional direction.
1.9. The Department is liquidated or reorganized by order of the Rector of the University in cases of:
•    failure to pass the certification examination of the Department's activities in accordance with the regulatory documents of the University;
•    inconsistency of the level of students' knowledge with the requirements of educational standards;
•    by decision of the Academic Council of the University on the comprehensive reorganization of two or more departments.
1.10. The Department is provided with the following, in accordance with the established norms by order of the Rector:
•    premises for the workplaces of its employees;
•    premises for educational and scientific laboratories;
•    material resources to ensure the educational process and scientific activities of the Department.
In accordance with the functional activities of the department, there may be an educational and methodological office, workshops, training grounds, etc.
1.11. The financing of the department's activities is carried out at the expense of the general and special funds of the University for the training of specialists within the framework of the state (local) order and for conducting scientific research. The salary fund of the department's scientific staff is formed at the expense of the performance of scientific research, development and other types of work financed from the state budget, economic agreements and other funds. Financing is carried out by enterprises, institutions, organizations, legal entities and individuals to the current accounts of the University.

2. Tasks and functions of the department
2.1. The main tasks of the department are to 

ensuring high quality fundamental and professional training of students by improving scientific and methodological support and support of the educational process, introducing modern achievements of pedagogical science and innovative teaching technologies into educational activities.
2.2. The department performs its main tasks through the direct implementation of the following functions:
•    providing students with conditions for mastering the knowledge system in accordance with educational standards at the appropriate educational and qualification level;
•    ensuring students' acquisition of knowledge in certain areas, preparing them for professional activity;
•    generalizing and implementing best practices in organizing educational and scientific and methodological work of leading higher educational institutions and structural divisions of the University;
•    fulfilling the terms of the state order and other agreements concluded by the University for the training of specialists with higher education;
•    conducting scientific research and creative activities as the basis for training future specialists and scientific, technical and cultural development of the state;
•    participation in retraining and advanced training of personnel;
•    conducting career guidance and educational activities.
2.3. The Department of Fundamental Training must ensure:
•    staffing for teaching academic disciplines in accordance with licensing requirements;
•    development of work programs and appropriate educational and methodological support for disciplines of the social and humanitarian and/or fundamental cycle according to the curricula of specialist training;
•    conducting all types of training classes in accordance with the curricula and class schedules;
•    implementing current and final control of students' knowledge;
•    selection and application of the necessary material and technical means of training;
•    planning and implementation of measures to improve the skills of scientific and pedagogical workers;
•    conducting educational work among students, postgraduates, doctoral students and teachers of the department.
2.4. The Department of Professional Training must ensure:
•    development of University standards for training specialists at the appropriate educational and qualification level;
•    staffing for teaching academic disciplines in accordance with licensing requirements;
•    compliance with the requirements of state (industry) standards of higher education in its educational activities;
•    development of work programs and appropriate educational and methodological support for academic disciplines and, if necessary, disciplines of the social and humanitarian and/or fundamental cycle according to the curricula of specialist training;
•    analysis and coordination of work programs of relevant academic disciplines taught by the departments of fundamental training;
•    conducting all types of training classes in accordance with curricula and class schedules;
•    implementing current and final control of students' knowledge;
•    determining the content and organizing practical training of students;
•    determining the content and organizing diploma design and execution of diploma works;
•    organizing state certification of students by professional direction;
•    organizing scientific and research work of students.

3. Department Governance
3.1. The department is managed on the basis of the principle of combining collegial and single-leadership principles in accordance with the University Charter, the Regulations on the Faculty of Oles Honchar Dnipropetrovsk National University and these Regulations.
3.2. The department is managed by its head, who is responsible for the results of the department's activities. The orders of the head of the department are mandatory for all employees of the department. Upon the proposal of the head of the department, the rector of the University has the right to appoint a deputy head.
3.3.The head of the department is elected by competition and appointed to the position in accordance with the procedure established by the regulatory documents of the Ministry of Education and Science, Youth and Sports of Ukraine, from among persons who, as a rule, have the academic title of professor and the scientific degree of Doctor of Sciences.
3.4. The head of the department may be dismissed from his position on the grounds specified in labor legislation, as well as for violation of the University's charter and the terms of the contract.
3.5. The head of the department organizes its work in full, bears personal responsibility for the educational, scientific, methodological, educational, international and other activities of the department.
3.6. The head of the department is obliged to ensure:
•    organization of the educational process conducted by the department at the level of state education standards for the relevant educational and qualification levels;
•    organization and control of work on the preparation of scientific and methodological support for the educational process;
•    organization of control over the implementation of curricula and programs, control over the educational process and conducting educational and industrial practices;
•    organization of control over the independent and individual work of students, control over their knowledge, record of success and state certification;
•    organization of control over planned 

of the educational work of the scientific and pedagogical staff of the department and its implementation according to individual plans;
•    organization and control of educational work carried out by the department in academic groups and dormitories;
•    organization and conduct of professional and agitation work to ensure a high-quality recruitment of applicants;
•    organizational and methodological guidance for the training of scientific and scientific and pedagogical personnel through postgraduate studies, doctoral studies and other forms of training of highly qualified personnel.
•    improvement and advanced training of scientific and pedagogical staff of the department;
•    development and approval of department work plans, individual work plans of teachers and staff of the department, timely preparation and submission of statistical information and reports on the work of the department;
•    distribution of pedagogical workload and functional responsibilities between department employees, control of the timeliness and quality of their implementation;
•    selection of scientific and scientific-pedagogical personnel, submission to the rector of the University of proposals approved in accordance with the established procedure for hiring, dismissing and transferring employees of the department, their moral and material encouragement;
•    organization and control of scientific and research work on the state budget economic contractual topics of the department and scientific and research work of students;
•    participation of the department in the work of all university departments, in which issues of its activities are discussed and resolved;
•    execution by the department staff of the orders of the rector of the University, orders of the vice-rectors and the dean of the faculty (director of the institute, center) within the competence determined by the relevant regulatory documents;
•    creation of a psychological climate at the department that prevents corruption, bribery, violation of ethics and morals;
•    creating proper working conditions, conducting training sessions, research and other work at the department, compliance by employees and students with the Internal Regulations of Oles Honchar Dnipropetrovsk National University, safety and industrial sanitation requirements, rules and norms on labor protection;
•    compliance by employees of the department with current legislation on the preservation and acquisition of property, strengthening contractual, financial and labor discipline, protection of information that is a state, official and commercial secret.
3.7. The collegial management body of the department is the department meeting, in which scientific and pedagogical, pedagogical and scientific employees of the department participate.
3.8. The department meeting is held by the head at least once a month. The decision of the department is valid if 2/3 of the number of employees participated in its meeting.
3.9. The competence of the department meeting includes:
•    discussion and recommendation of candidates for the position of head of the department;
•    recommendation of candidates for scientific and pedagogical, pedagogical and scientific workers to the elected bodies of the University;
•    discussion and recommendation of candidates for the positions of scientific and pedagogical, pedagogical and scientific workers of the department;
•    listening to reports on the implementation of individual plans of department employees;
•    consideration of draft curricula and approval of work programs of disciplines;
•    discussion and recommendation of decisions on the publication of educational and methodological literature;
•    providing recommendations on the publication of scientific works;
•    discussion of the results of scientific research and recommendation on submission to specialized academic councils of dissertations for the award of scientific degrees;
•    discussion and recommendation of candidates for the award of academic titles;
•    approval of the distribution of educational, scientific and other types of work among the employees of the department;
•    consideration of issues of scientific and research work of the department;
•    consideration of issues of training of highly qualified scientific and pedagogical personnel;
•    consideration of annual and semester plans of the department's activities and submission for their approval.

4. Responsibility for the performance of duties and encouragement for success in work

4.1. For high-quality and exemplary performance of their duties, long and impeccable work, innovation in work and high achievements in work, the following incentives may be applied to the employees of the department:
•    declaration of gratitude by the head, which is noted in the minutes of the department meeting;
•    declaration of gratitude by order of the dean of the faculty (director of the institute, center) or by order of the rector of the University;
•    awarding with diplomas;
•    awarding a valuable gift;
•    awarding;
•    awarding honorary titles of the university.
For achieving high results in work, employees of the department may be presented for awarding state awards, awarding honorary titles, marking with state prizes, signs, and other types of moral and material encouragement.
4.2. For a single failure to fulfill or improper fulfillment of their duties, including the orders of the head of the department, the employee may be warned by the head of the department about the further inadmissibility of similar 

cial misconduct. Such a warning is announced at a meeting of the department and entered into the minutes.
An employee of the department may appeal to the dean of the faculty (director of the institute, center) the order of the head of the department on a warning within 5 days from the date of its issuance. The order of the head of the department may be canceled by his next order, the order of the dean of the faculty (director of the institute, center) or the rector of the University.
4.3. For systematic failure to fulfill or improper fulfillment of their duties, including the orders of the head of the department, and for violation of labor discipline, disciplinary measures may be applied to an employee of the department:
•    reprimand, which is announced by order of the rector;
•    dismissal from work.
Dismissal, as a disciplinary penalty, may be applied in accordance with p. 3, 4, 7, 8 Art. 40, Art. 41 of the Labor Code of Ukraine.

5. Department documentation
5.1. The main documents of the department are:
•    annual or semester plan of the department's activities;
•    educational and qualification characteristics of graduates by training levels (for departments of professional training);
•    educational and professional training programs;
•    means of diagnostics of the quality of higher education by training levels (for departments of professional training);
•    curriculums (for departments of professional training);
•    scientific and methodological complexes of disciplines taught by the department;
•    complexes of control tasks for checking residual knowledge in disciplines;
•    individual work plans of teachers;
•    journals of teachers' work;
•    minutes of department meetings;
•    protocols of methodological and scientific seminars of the department;
•    reports of the department on the implementation of educational, methodological and scientific research work;
•    inventory records of equipment and materials;
•    log of control measures on labor protection;
•    instructions on labor protection in the laboratories of the department and checklists for student instruction;
•    plan for advanced training of department employees and reports on its implementation.
5.2. The list of mandatory working documents of the department is approved by order of the rector of the university.
